I'm not familiar with the plumbing in this particular cooling system, but it is definitely normal for the fan to kick on after you turn off the car to continue pulling air through the radiator to help cool the coolant, but usually only when the outside temperatures are hot, as you mentioned. I started the car and almost immediately the fan kicked on. I turned off the car after about 5 minutes and the fan stayed on another 8 minutes or so. Car is 2 months old, 2000 miles, engine temp is fine (not greater than 105C) Never noticed this on the PFL S3 SB I had for 18 months.

You can turn the control for heat and cold adjusting, but you cannot shut off the air compressor. The a/c light indicator can be lit or off, but the a/c compressor will be still running.
